和平与安全理事会2004年5月25日，非盟和平与安全理事会在埃塞俄比亚首都亚的斯亚贝巴成立。非盟和平安全理事会的前身是非洲统一组织的”预防、处理和解决冲突机制” 。2002年7月，非盟第一届国家元首和政府首脑会议决定效仿联合国安理会架构，组建和平安全理事会，取代”预防、处理和解决冲突机制” 。和平安全理事会主要机构包括大会、军事参谋委员会、贤人委员会、非洲快速反应部队、特别基金等，其职责是负责非洲地区的和平与安全，具有强大的干预和协调能力。和平安全理事会由15个理事国组成,它们是加蓬、埃塞俄比亚、阿尔及利亚、南非、尼日利亚、喀麦隆、刚果共和国、肯尼亚、苏丹、利比亚、莱索托、莫桑比克、加纳、塞内加尔和多哥,其中5个任期3年，10个任期两年。
非盟的主要任务是维护和促进非洲大陆的和平与稳定，推行改革和减贫战略，实现非洲的发展与复兴。非盟致力于建设一个团结合作的非洲，力争各成员国在重大国际事务中能够用一个声音说话。该组织还积极落实2001年发起的非洲发展新伙伴计划，推动各成员国加强基础设施建设、吸引和争取外资及援助，以促进非洲大陆经济一体化。
